Add a PvP Rank Restrict to 4v4 Ranks

Rank (or rather, PvP level in your context) is irrelevant. There's very few modes in PvP to begin with, the last thing you want to do is gate it behind something that takes time (because that's honestly what pvp levels are, it has nothing to do with your win ratio)

I disagree. Having a shorter cooldown or higher potencies on your PVP abilities can make or break a game, especially on healers.
