They're probably Allagan chimeras that were botched.
As for why we can understand it - we have a wonderful little tool called the Echo.
I think this is correct, personally.
Back in the Coil, I had a theory that was a little too headcanon to bring up in the forums, but I joked about it with lore people in chats from time to time. I called it the Allagan Ditto theory (because I'm either really good or really bad at naming theories, we're not sure), and the idea was that Allag used slimes (we'll call them by the technical name biomasses) as the initial building block of their bioweapons, rendering them relatively harmless and easily transportable until the time came to make ... stuff.
In the Coil, these slimes had assimilated Dark Matter (whether this was intentional by Allag or an unintentional result from the break-up and fall of Dalamud, I don't know). As you know, slimes try to eat anything they find. What happens when local fauna wanders into a broken Ragnarok? A slime tries to eat them, the dark matter fuses, and bam. Dark Matter Coeurl. Dark Matter Roselet. Dark Matter Pugil. The list goes on. Even the mirrorknights weren't immune.
We see this happen in real time twice. First when Caduceus eats a few dark matter slimes and is doubled, voming the rest of the toxic slime on you (I know, that stuff happens regardless of whether you feed him, but without Echo at the intended iLV, you're not winning if you don't feed him). Then, later, the dark matter slugs try to eat the acidic honeys and bam super honey slug. You later see slimes pouring directly out of the stasis tubes alongside the properly formed bioweapons.
Everyone I told this theory to accused me of spending too much of my childhood playing with Creepy Crawlers, though, so I just let it go.
A while later, I got a tell from Rocl after he did the Aetheroacoustic Research Facility that just said, "GODS DAMN IT. ALLAGAN DITTOS."
So you've got the slimes (pre-cultured biomasses) that are eventually ... cultured ... into bioweapons within the incubator stasis pod things. Now, voidsent slimes and voidsent puddings are just congealed masses of residual matter that sometimes form in the void. Hecteyes seem to be related to this phenomenon even just looking at what happened in Amdapor and Toto-Rak. So it's not so surprising that when a biomass culture goes awry, the results are... disturbing.
Why does it speak? Maybe it was originally meant to be a Lamia. </trollface>
