It is a bit sad GMs have this politics about this. It wasn't a personal issue, it was a FC robbing. But, well, I don't know what are the GM limits.
The GMs aren't there to make everything better and sand off all the sharp edges. They're there to prevent cheating and fix problems cause by game bugs. What the FC leader did was awful. It was also entirely within the game rules. He did nothing the game was supposed to prevent him from doing. It's up to other players to choose the right FC Leader to trust and how much they'll commit to the FC. That's as much part of the game as having a healer you can trust on a raid--that's what it means to be a multiplayer game. The GMs can't avoid having politics about this, because it's a political issue. No matter what course they choose, it'll be political. Not touching it is in fact the least political thing they can do.
