i think being able to upgrade the skill/spell its self will work say 3 or 4 lvls for the skill its self get xp one how much you use it

What problems would that solve? I fail to see the point.

No point in having a skill exp system, just give us trait options to alter the spells we have. Though we won't be getting that.
