WHM - Random off the top of my head.

62 - Flood Aura (Instant Spell 45-60s CD) - Deals water damage with a potency of 400 - Additional Effect: Lowers target's evasion by 15-20% Duration: 20s
64 - Graniteskin (Trait) - Increases Stoneskin protection from 10% to 18% of targets total HP
66 - Divine Blessing (Trait) - Allows WHM to give Divine Seal to self or party member (that or) Increases spell and action-based HP restoration by 30%
68 - Enhanced Aero III (Trait) - 20% chance that casting Aero III will place or refresh Aero II and Aero duration.
70 - Maim and Mend III (Trait) - Increases base action damage and HP restoration by 50% (changes Stone III, Aero III spell animations)


Maim and Mend III - This should increase WHM spells to acceptable levels at 70 without the addition of more healing spells.
Graniteskin - Because really it made no sense to remove this other then because of ASTs design, Heavensward monsters hit harder on par with or higher then HP gain of tanks.
Divine Blessing - WHM is kind of selfish when it comes to buffs, pretty much all their buffs are only used on themselves so I figured that allowing them to buff other healers in specific situations would make it more interesting. That or being able to effect WHM healing abilities to make the 50-60 spells stronger.
Enhanced Aero III - Having to do all three dots is annoying, just saying. Also SE likes RNG procs for WHM a lot so it'll satisfy them.
Flood Aura - Our last water damage spell was at level 15, we need another one. The 15-20% evasion down will help with the increasing accuracy problems for attack spells. 400 damage should be close to an acceptable damage considering the long CD.
