While Blizzard Tab targeting works better than XIV's they still had some major issues. Even when I still played in Cata, if the mob was a few inches above or below you, tab targetting ignored it, however areas had inclines in the terrain.

Someone mentioned something about jump not working, what exactly does that mean? Jump does what it's supposed to do, at least for me.

Tab targeting goes from left to right. Shift-Tab goes from right to left. Hence it target's the mob to right of the current target. If there is no avail target's to the right, it selects the left most target. Tab/Shift-Tab will only target the nearest target you are facing when no target is presently selected.

Incidentally these are performed controller via the shoulder buttons when the triggers are depressed. L1/LB acts as Shift-Tab (right to left), and R1/RB acts as Tab (left to right).

There is no one right way that tab targeting should operate. And since this is the first complaint I've heard about tab targeting being a problem, most people seem to find it acceptable. The current left-to-right operation is better suited for the Legacy type (camera based) movement style than the Standard type perhaps. The game was built with play with the controller as much the keyboard and mouse in mind. In fact maybe more-so. It's pretty much the only MMO I know that includes controller functionality that works well. Other MMOs that include controller support that feels like it was hacked on as an afterthought.

If your on playstation L1 is your best friend.

L1 + up/down targets according to the enemy list
    L1 + left/right targets alliance members

But yeah... Seal Rock can be a nightmare.... Fates too sometimes.

You gotta play with the camera a little bit. With the system targeting the farthest left mob, position enemies in your camera view so when you hit tab you can see how many times you need to tab target to get to the mob you want. It's just a different animal compared to other game's tab targeting system.

pssshhh, why would they fix an issue that has actually been a problem since launch? They've got hotbars to fill with circles and aoe markers to redesign for the fourth time.
