What were the cons of adding an achievements filter?

What tittle says, why can't there be an achievement or something alike kind of filter for "/tell", IE, he has cleared "x" content, has "y" piece of gear, has "z" title or did "u" side quest line, etc...

this way we might increase the cost for getting a "spam character" or who knows if it works it might improve a lil bit the quality of life in the chat experience without blocking "/tell".

I'm pretty sure there's a way to turn this off in the options... Something about other player progress in the Character Config section, but I can't say for sure since I can't access my account right now. I would check for something like that in your chat options.
