NPC who melds materia?

From the newest Live Letter:

Q: I haven’t leveled any Disciples of the Hand classes yet, and I always ask my friends to meld materia. But whenever they fail advanced melding they feel bad. Do you plan on adding an NPC that we can use for advanced melding requests?

A: There’s actually already a system in place for NPCs to meld materia into equipment that has open materia slots. However, I’m thinking advanced melding should be requested to those who are Disciples of the Hand, but we’ll look into this carefully as we keep an eye on feedback.

Does anyone know who is this NPC? Where is this blessed person who can meld materia into open materia slots? Can he/she meld lv5 materia into lv60 gear?

I wondered this too. Asked in the novice network, and no one knew of such an NPC.

Go to the Bonfire in Central Thanalan, it's either Mutamix or one of his apprentices, I forget which.

I went there and no one had an option other than Muta removing Materia

I noticed it, but what does it mean? Is there any way to meld materia if I didn't level any Disciple of Hand and without request materia meld? How is that?

They are likely referring to the system in place that allows you to meld material to relic weapons without needing to have leveled disciple of hand jobs.

Whatever way it is, they already have a way to do it but it isn't available in-game for players essentially.
