Yep about the most annoying thing about my melee LB. Smart people just run through me and it interrupts every time lol. No need to stun the melee , either get behind a wall before cast finishes or go behind them. It's a cast so it breaks pretty easily. If you try to run though and the cast finishes you've already been hit, doesn't matter how far you go or if you break LoS. This is how enemy AoE and skills with cast times work in PvE as well. Black Mages probably know well by now that if their target runs through them it'll interrupt their cast.

I'd say melee LB is fine, it's usable about every 3-4 minutes ish if you get adrenaline and not usable at the start of a match.
