Tanks are quite resilient to LB by comparison, yes. Albeit the squishier classes at whom they are usually aimed can also survive them if they maintain full health before the animation concludes. While it's difficult to outright evade a melee LB, you do have plenty of time to counter-heal it assuming you weren't quite weak to begin with. While I don't really play my DRG in Frontlines(he's only rank 20 something), I can't say I dislike it's power. It's only when a coordinated team is up against a weaker/non-coordinated team that LB seems a lot more common and out of control, and frankly I don't think such instances should be what we use to gauge how balanced damage is. I mean, all it takes is at least 2 casters among a party of 72 people to time their LBs together and they can completely obliterate up to two whole parties.
