    My friends can't finish their Eternal Bond

    I just finished watching a couple of friends of mine take and finish the Ceremony of Eternal Bonding. But they aren't being allowed to finish the quest itself by talking to Claribel at the Sanctum of the Twelve which is how you are supposed to finish the quest. They have their required gear in the rings but aren't being allowed to finish.

    Is this a glitch or is there something they are missing?

    Yes, I mentioned that they have been in the Sanctum and went through the Ceremony itself, but they aren't being allowed to finish the quest that is connected with the Ceremony.

    Did they file a ticket via the in-game system? That way a GM can see if there's something they can do.
    I'm not sure what level that quest is (it's too long since I finished it), perhaps that's why? Did they try with a 50+ class?

    After the ceremony, did they just teleport away? I've seen people do that, when the NPC is down the path a little bit to actually conclude the ceremony and finish the quest. It'll give them the chocobo as well. So they'll need to be sure they have inventory space for that.
