Sadly this is against the ToS and your thread will probably be removed soon. :\ But the selling of housing to other players and the buying of housing from other players is against the ToS. You can probably do a little digging and find the Screenshots of people ending up in GM jail or with temp bans over this situation on housing.
You're best bet is to continue to watch the wards for automatic removals or wait for 3.3 when new wards are being added.

GM's have been known to temp ban people for trying to sell houses in PF. My friend got a 24 hour ban for trying to sell his small in the mists. So it's in there somewhere. And as I said in my above post, there are screenshots floating around these forums of people being visited by GM's in GM jail who have said this is against the ToS and have issued temp bans and warnings. So again, it's in there somewhere if a GM teleports you to GM jail and visits you there.
They have it listed under scamming, cause a person is not actually selling a house they not even selling the plot they just selling insider information that they will give up the house. Which in return then have to buy the actual plot and housing permit from the system on top of what ever money was given to the other player.
The funniest part about this is that it's only against the ToS on the english speaking side.
If you go through the German, French, and Japanese forums there are tons of WTB/WTS posts that no one has removed or gotten in trouble for.

Well the user agreement is located here and from screenshots people have posted of their warnings/GM chats, SE are classing it under section 3.2:
The logic seeming to be that selling houses isn't part of the game and as housing is a very limited commodity, people trying to do things outside the system is a big no.3.2 Disruption.
You may not in any way disrupt or interfere with the Game experience of other players, including without limitation the disruption of SQUARE ENIX’s computers and servers.
Also near the top of the prohibited activies document ultimately says Square Enix can decide whatever they want is not allowed, even if it's not listed:

It's not disruptive in any way. It may be an unintended mechanic and they may decide whatever they want about it but as of right now there is no rule to prohibit this and therefore there is no justified reason to punish players who do so. Plenty of houses have changed owners in such manner without reprecautions..
