Bismarck is Wind and Water, and yet he still uses Thunder when he manipulates the weather. I personally want to believe Sephirot is tri-elemental, but Ratzon is the only water based move he has, though his ultimate does fill the area outside the arena with water...

I dont have the text up now, but in the Sephirot Quest I thought Unulkulhai says Sephi is 3, and that the first primals were one, the second primals had two and now Sephi has 3. I'll try to double check tomorrow, but I remember this part of the quest. Referring to elements not order.

I'm not seeing anything specifically mentioning any order from Unukalhai.

Lots of quotes in the spoilers,

    tl;dr there's nothing.

The only uses of two/second/next are completely unrelated.
Urianger: Know, however, that the two eikons which remain are thought equal in might to Sephirot...and may yet exceed him.
Unukalhai: The seal is cracked and the eikons stir. Should they be allowed to awaken and resume their titanic conflict, it will be alike to the coming of a second Calamity. You, [WoL] represent our best hope of eliminating this threat.

There's only one line at all that Unukalhai even uses "three" or "third:"
And within the Centrifugal Crystal Engine, they sealed three of the beings─the Warring Triad.

    That being said -
You might be misinterpreting the line from Gods of Eld.
    Urianger:
Two savage gods are returned, I fear, summoned once more by their worshipers, and at a strength far surpassing their previous incarnations.
    Cutest Ascian:
I speak of the primals Ravana and Bismarck.

And then Sephirot would be the third of the trials Unukalhai assigns us.

So something I just noticed...I found an old 1.0 Let's Play on YouTube (servers are down so I'm bored...) and I saw something that kinda goes with the revelations we got concerning Azeyma, the Allag, and Sephirot's beast tribe.

Althyk, the surveyor of change and god of space and time, commands the element of earth and is associated with the Sixth Umbral Moon (twelfth month). He is depicted as an austere emperor wielding a mythril greataxe. His symbol is the hourglass. Father of Azeyma and Menphina, and elder brother to Nymeia.
Now, Sephirot comes from the Kabbala emanations of God and is represented as a tree, Sephirot's beast tribe were described as tree-like beings, his sun symbol being jacked for Azeyma. Zurvan is described as "the god of infinite time and space" in Zoroastrianism. Since "Demon" will most likely be named Zurvan, and his statue holds a giant axe...maybe he was the basis for Althyk as one of the Twelve?

Maybe the Twelve really were Primals Eikons after all? And Sophia could be the basis for Menphina since two of the three Warring Triad seem to be related, why not the third?

To defeat Zurvan as a Calamity Survivor would be quite the quandary glossed over if that turns out to be the case. (Since Louisoix invoked Althyk's power to transport Legacies) Considering the similarities for Rhalgr and Ramuh though, I still think the Twelve being different imagined ideals of the same beings a sincere likelihood though.

Ravana is fire, earth, and ice.

The ice comes from the ice used to cool the caves and is shown in the fight through blizzard casting baby butterflies. Could show an irony in him defeating shiva, as he too was ice aspected.

While Bismarck and Ravana do a good job of representing all six elements between them, Unukalhai confirms that they are "aspected" to only two. Water and wind, fire and earth respectively. This is, of course, in spite of them using 3 elements in their battles.

Despite his intentions and 'mysterious masters,' I'm willing to put stock in his "intimate knowledge of the primal mind."

Goddess Sophia was WAAAAAAY harder than the other two Warring Triad. Way way harder.

But I was terribly disappointed in Fiend's direction, it had nothing to do with the game itself. Sephirot the Fiend in Final Fantasy VI used Reverse Polarity to screw with the party and throw the healers/mages forward to get sliced up. I was very shocked that this signature attack was not used at all.

This brings me concern for the other two Warring Triad. Will Goddess actually use her entice abilities to control and manipulate players in your team to her will, or perhaps other NPCs that she brings back to life? Regardless of the direction, I genuinely hope that there's a stronger use of the original material like they did with Crystal Tower.

I feel like Sephirot's numerous knockback skills were an attempt to replicate that, since the concept of Rows don't exist in XIV. Perhaps he could've used some pulls as well...
