Only 'nerfed' for anyone who used strength gear. Tanks who equipped actual tank gear would've seen vast improvements to their DPS.
DPS has been the norm for healers for some time now, even long before Heavensward came out, so I'm kind of surprised to see topics like this popping up as if it's something new. Now, the healer in the OP is dumb, and needs to be reprimanded for being terrible at their job. 3k hp is as good as dead for tanks in high level dungeons, since basic melee strikes can deal upwards of 900 damage, and you're generally tanking 3+ mobs at a time. That's before factoring in enemy skills which can deal a solid 2k or more.
I use the 50% rule with all of the trash mobs. I can safely assume that no trash mobs will deal 50% of a tanks HP if they are half-way competent (usually when this happens it's because the tank is soaking up every AoE instead of dodging), so I use that as my buffer to switch out of cleric's stance and heal them to full. I also ensure Regen is up constantly during this. For bosses, I play it by eye. Some bosses can deal some pretty harsh cleaves to tanks, so the 50% rule doesn't apply here. I aim for at least 75% unless I'm confident that the mechanics won't outright kill them.
tl;dr: healer DPS is fine, but don't be an idiot and neglect the tank as far as the healer in the OP did.
