should SE delete characters that were never used

No character should be deleted by SE without consent of the account owner regardless of how much time has passed unless the account itself is permanently banned due to breach of ToS. Just because someone has been inactive doesn't validate deletion of their characters without consent. In terms of losing the right to the name of a character after x amount of time (which is the only limited thing in this following list which might be considered a restriction on others)...that is more of a grey area as they won't lose their items including limited time event items or legacy items, gear, achievements, mounts and minions, the amount of leveling and progress they have made and all of which they should retain in case they ever did come back.

Well if I understand right SE doesn't need the consent of anyone to do anything since person doesn't actually own the game or their characters and they just "license". Anyways I don't think anyone asking for people to delete leveled characters that have built up playtime.

You should not demand SE deletes other peoples characters without their consent just because they haven't played in a while, anymore so than me demanding they delete yours without consent just because I might not like your avatar.

This is just taking a example to the extreme, please don't make it into something more then it really is.
