The RMT on Mateus is really bad as well, I don't get bothered by them so much anymore now I've completely disabled tells from my chatbox and don't hang out in any of the major cities. But the few times I go in to limsa or any other town there they are spamming away. FFXI got really aggressive in getting rid of RMT, I still remember when they did it and all the RMT basically disappeared over night, on my server at the time (Cerberus) it caused the economy to crash with all of the money taken out of circulation and all of the players who were buying gil suddenly unable to buy the overpriced stuff.

Another game that's largely RMT free is TERA, despite being free to play, TERA IP blocks any and all access to it's NA servers for anyone with an IP from asia and while i know there are supposedly ways to get around this, it's been hugely successful at what it does for a really long time now.

As for this game, the only way I could see them fixing it would be to start having GM's monitoring chats in the zones on the various servers where RMT reports are and give them the ability to instantly kick those players offline and ban their account/IP address. It would only slow them down for a bit, but if SE were to start banning the RMT the very instant they started saying something? I think it would make things better than they are now.
