Sorry for nitpicking, but a "Small Majority" would be about 50% of players. You mean "Small Minority".

On a more serious note, people are interested in different types of content. Part of the reason they introduce new PVP modes is to get more people interested in PVP. Plus, keep in mind that Dev Time spent in one place can't necessarily be distributed anyway you would like. For example, the designers for PVP cannot just be told "Go make more Hildebrand instead" and then it will work that way. There are typically different teams for different tasks. Some might focus on quests, others on raids, and the designers can't necessarily transfer between the two, at least without a significant training period.
