For tome raid gear, yes. You can only own one of items that have the "unique" tag on them.
If the item is unique (aka any item thats not crafted - like rings you buy for tomes or get from dungeons/raids/trials) you can only hold one of them at the same time - you could upgrade an eso-ring to 210 and get a fresh 200 one though
Just don't be that guy who wears a innapropiate class ring alongside a useful one just to increase e-pen.....i level. Just don't.

I think what you mean to say more is don't wear a class ring that doesn't improve your useful stats, since a tank with 1 Fending 210 and 1 Slaying 210 is better than a tank with 2 Fending with one of them being a lower iLevel.

Its debatable which is better depending on the content, one str 210 and one 210 fending ring will however be stronger than a 200 vit ring and 210 vit ring no question, without even taking in the secondary stats which are likely to be skewed in the str rings favour.
If you want another 210 ring you will need a gordian one from alexander 1 savage. If you really want one it shouldn't be too hard to get one.
I have seen BLMs wearing 210 Mind ring just so they could be full 210 <.<, Idk why we can't just wear two of the same tomestone rings somehow bypassing unique, it'd be helpful.

45 vit vs 47 str, you will likely never notice the difference. Depending on content, yes you may or may not need the extra HP. For such a marginal difference I'd take the HP anyways, cuz you know, tanks.
