"Unable to update patch files." Is there anywhere I can manually get patch files?

I'm installing FFXIV on a fresh system.

I have a recurring problem where just before a ~500mb download of
    ex1 - 2016.02.08.0000.0001
    finishes, it stops and returns
    Unable to update patch files.
    [11006][20819][20890][19900][3]
    SqPack:0x2-0x103-0.
After that, logging in immediately leads to the same error indefinitely unless I go and delete the incompletely downloaded content (it is in My Documents/Games/Fi...). In that case, the error only reappears once the said download is almost complete.

I've already tried a lot of suggestions to do things like restarting, running as an administrator, editing FFXIV_Boot.cfg, opening the ports, and I reinstalled Windows 10 (!), and the error doesn't budge; can this be worked around by manually finding the file and putting it in its place?

    The solution that worked.

There is a triplet of files in /sqpack/ex1 that correspond to SqPack:0x2-0x103-0; their names include something very similar to that string. The solution that worked was to try to reobtain those files, under the suspicion that they were corrupt. Simply deleting them does not prompt a redownload. After trying to delete different combinations of things, I deleted the 00200103 files, and both of the version text files in ex1, and all the content in /My Documents/Games/Final Fantasy XIV - A realm reborn, and when I restarted the launcher, it redownloaded Heavensward ("Ex1" is Heavensward; messing with the version file forces a redownload regardless of how much of it is intact). After that, the problem was gone. Perhaps you could do it more surgically, but this worked without the need to reinstall/redownload the entire game.
