Can you give context as to how the term was used?
The term gated is used as there is some kind of wall that cuts something out. Some examples are:
A char cant get hit for more than one third of his hp. (e.g. Diablo 3 the early Sorc)
No matter how high the hit any damage that strips of the shields will get drasticly reduced (Mass Effect 3)
That said I do not know of any gate in FF14 beside "living dead", "walking dead" and "holmgang". No matter how high the hit, it wont be able to pass the gate of 1 hp.
