Gated healing question

"gated" is also used to refer to any system or content that is limited in some way.

For example, end-game gear is "gated" behind Allagan Tomestones of Lore and behind Midas on a weekly basis.

So, "gated healing" is probably referring to Scholar Abilities, who has an Aetherflow Mechanic that powers most of its Healing abilities. These abilities don't cost mp, but you can only use 3 within a 60sec period. So those Scholar Abilities are "Gated" to 3 total uses every 60 seconds.
