Horrible drop rate for primal falcons

In the case of vanity, low drop rates are generally placed there for the prestige. It's as much of actual content as any other glamour/vanity piece added to the game is considered actual content. For people farming them right this very moment, knowing that the drop rate will increase in the future, they are farming for that prestige... whether or not they realize it is irrelevant.

Once the drop rate increases however, the general value goes down because prestige becomes non-existent, but you get the self satisfaction of having it if that's a benefit to you or anyone else. It's one of the same reasons why Savage or endgame in general doesn't just rain all equips to everyone at the same time. There's prestige and arbitrary value in being one of the few to first obtain them before anyone else.

I don't think I'll ever understand the "Prestige" angle, but I don't think I can deny that some people genuinely care about... such an arbitrary thing. xD
