Why "king" ? It just depends on your meld. I use 404 -412 CP on 3-stars and I'm totally fine with it.

Having more CP is always king because it allow flexibility and it always make craft safer
The more you can accord steady hand the better the more you can switch a hasty touch by basic touch the better
More CP = more 100% step
It's far from impossible to craft with less CP
Depends of your rotation and your rng
ToT proc

Basically, yes. If you went with the 180, no melds advancement path, you have to use Beet Soup to meet the Craftsmanship and Control minimums for 3-star crafting. That gear didn't used to be considered "undergeared" (it was relatively comparable to i170 pentamelds in 3.0/3.1, but it's no longer comparable because of the CP deficit).

I just did some crafts with Beet Soup on an undergeared class I'm not intending to keep the specialization in for long (LTW). HQ mats are pretty essential, as is a certain degree of luck. I got 5 out of 6 HQ using around 2000 quality worth of HQ mats. Unfortunately, I didn't have enough cross class slots for Reclaim on LYW (only class that has this problem for me), otherwise I would have reclaimed that one that went south.
For anyone wondering, I already had LTW as a specialist before the patch. I figured out I could get the red scrip offhand, stick a few cheap materia in my main hand, and use beet soup to get up to 3-star. I decided to do it to make some eikon leather that I could use for weaver, then switch out the specialization. Then I decided while I was at it, may as well make equipment for myself.
