I'd rather see Int Down on PS or make DA PS an on demand Provoke. Having a Silence would also be wonderful. And likewise the Magic Tank getting Magic Vulnerability up debuff on Delirium. NIN/WAR get Slash Damage Up while the DRK boosts magic damage.

And for pure Off Tank utility you should be able to force a Reprisal with DA when not in Grit. Otherwise you rely on a parry. Which generally does not happen if you are locked into OT duty where you aren't required for swaps.
