This is real that most schools around the world teach english. They also teach deutsch, spanish, italian, etc. For a F kid, english is only another school subject, and not a very important one. Maths are important. French (yeah in france, weird no?) is important. Sciences are. English... is clearly beyond, amongst other languages, art, and sports. Smart kid are good in maths, not english. They can be, but from a school point of view, it's secondary.
You're just flying high if you believe the world take english as the universal language. The truth is, ppl speak their native language the most and value it, then if they have interest to, they can learn and value other languages but 1/ they don't have to, 2/ it can be any one. Exactly the same than american/english ppl, we all works the same. MEGALOMANIA

Same reason I, & several people I know, play on Leviathan even though we're from the UK. I was always given the impression that the EU Servers were aimed at "non-English as a first language" speaking Europeans. This was before the server move, of course.
I find it frustrating when someone who has no English queues in English DF. I speak moderate German but I'd not tick the German box because I don't want to affect their game with misunderstandings. It should be a reportable issue to queue in a language you don't understand; anyone saying that's what translations are for is deluded, they're there to help when people are having problems with the odd word or expression.
I love meeting & conversing with people of other languages. Almost all those I've encountered try their best & I really respect that. Those who don't, & queue in languages they don't understand, are contemptible.

The fact is, even if you only tag D language, you can be paired with E people. DF do works like that. because I don't understand D I never tick it. French and on PS4 too! Playing on a JP server. For these reasons, I bought a USB keyboard, then my life changedFrench and on PS4 here !
And yeah, most of the silent players are from PS3/4; i've obviously met some PC players really quiet also (the ones who never say "hello" or "bye" for example). But yeah, most of the time they are on PS3/4.
Who never tried the virtual keyboard on PS3/4 can't understand why that's better to stay silent. It's just awful...Luckily the PS4 has 2 USB ports, so I don't understand why FF14 players just don't buy a keyboard. It is a MMORPG, communication is not an option.
This is one of the reason why I changed my client to E event before joining a JP server (was playing on a EU one before).


Language settings for player search and duty finder are separate, so someone that has only D set on their player search can still have all languages selected in the duty finder. Another option is that they were in a partially pre-formed party, and the party leader had E selected.
@OP's intital comment. Communication barriers don't make you racist. Its how you react to that communication barrier. Refusing to overcome a barrier and instead defaulting to negativity towards a group of people however is discriminatory.
