So, did you use one already but you didn't change the appareance of a retainer yet? Remember you need to take off all of their gear and speak to the retainer vocate to be able to do that.

No, not yours, the gear on the retainer you wish to change.

My retainer yes i take off now .. But i cant change my character .. I've changed before .. and I want to go back like before .. Is it for this I can not because I have to change before or I can change my more than once i use phail of fantasi

Retainer Phantasia is to change the appearance of your retainer, not your own. Maybe this is the problem.
To change your own Character appearance you have to use "Phantasia" (without the retainer in the name). You can obtain the normal Phantasia in the MogStation, from Veteran Rewards ( 30 Days total subscription) or in the collectors edition of Heavensward.
You mentioned you used a Phantasia before, so i suppose it was from the Veteran Reward.
You can change your appearance as many times as you wish, but you have to use a Phantasia every time.
