How did you try 3 times before getting the 30 minute penalty then, or was this 3 separate instances?

Because the queue popped with the normal 'fresh duty' sign instead of the 'in-progress' sign (it's been a while, so it might have changed, but last time I saw it, there was a 2/3 note if it was an in-prog run) and he said 'no, don't want that ;_;"? Or ended up in other in-prog runs the first times and could leave without penalty because the party wasn't full? I don't know =)
