That happened to my group when we were getting an FC mate a Bismarck EX clear. We were doing solo healer method and wanted to back out and grab another healer. It said, before anyone pulled, that we were in combat and couldn't vote abandon. We even reset twice by jumping off the island and it still wouldn't let us leave. At least we cleared on the next try.
