When you change the HD UI scaling, it applies the "default size" setting to the entire UI. Not only will this muck up your UI, it will make the "System Configuration" window so tiny when scaling down that it's unusable!

Does clicking L3 (or is it R3? I can't remember) while on that System Configuration window scale that window up? I think that's how most window sizing is controlled. (I'm assuming you're on controller since I saw the crossbar there.)
