Raise - Why no Spell Effect?

While Raise certainly isn't the highest thing on the priority list, that's really not an excuse, one particle effect artist could knock something out in a few hours tops, I don't care if it's a placeholder, just put something in. Their particle effect artists are not working on terrain, or UI work.
