They'll just friend you again, and if you take away the right to friend people for new players people who start playing as a group will be turned away by having no means to communicate. Also, where would the system see the difference? The only thing telling via rightclick does is paste the command in the textbox. The only thing the system cares about when sending it is what the text says, or maybe who sent it to who, but not how the text got there.

Same here, how often do you befriend complete strangers without having exchanged words on chat or by being near them ?
The options you have when clicking a character, a name in the chat, a name in the search results, or by typing the command are already different. It's not that difficult to remove /tell and /friend to some of those.
We're not disabling it, we could restrict it to what usage normal people do of them. Only RMT spam randoms tells to the whole server at once.
For example, if we restrict so that you can't send /tell to more than 20 different people on a 10 minute window, would it really hinder your means of communicate ? Do you really have that much people on /tell at the same time ?

The spam saw a noticable increase with 3.2. The sad thing is that legitimate players have difficulty creating characters on the server because it's increasingly closed to new creation. And yet these spam bots? New ones keep coming.

Might have some program that is used right before/after maint to get them in, wouldn't surprise me. Its the best time to get in on packed servers without paying for a transfer. At the same time when they get banned they have to wait a while (more so if no emergency maints) to get back to those servers, while the lower pops are free game.
Clearly the answer is to finally get people to stop transferring off low pop and get newbies on em as well, make all of em packed!
Being on Gilgamesh I get one about every other day. Its rare to get two in one day. I didn't know it was a big issue on other servers. I really hope SE does something about this. Prove that they are greedy for money by letting them keep their subs when they are just bots spamming

Are we talking about RMT spams? If so I barely get any at all. Been playing for days without a single /tell from one. 2 days ago I got my first /tell from a RMT for a long time, and I was actually surprised that I got one.
I guess some servers have it worse than others.

First thing I did was turn off the sound notification ding when recieving tells. That solved my problem of getting annoyed with real money trading spam.
If it bothers you so much that your posting about it and sending in GM tickets just use /busy. Anyone who really needs to communicate with you will see your /busy and can use /fc /say /sh /party /alliance etc...
Some of the folks need to understand it's way worse on other servers. For example, on Mateus I get an RMT /tell roughly every 10-15 seconds. I had to disable the tells entirely and disable the notification sounds. I tried putting tells on again recently and it was just as bad. Maybe it's not so bad on your servers, but it's just awful on Mateus.
I can't believe the amount of people suggesting players to disable functions of the game just to deal with RMT and being perfectly fine with it.
We should not need to disable BASIC functions (yes /tell is a basic and very useful feature) of the game to deal with a problem that shouldn't even be ours to deal with.
The only games i've seen with RMT/bots being a major problem is where the developers are neglecting the game or letting it die, other big titles i've played don't have this issue or they've dealt with it already. FFXIV is a big title game in the MMO industry, i can't understand how this problem has been up for so long, and even worse, how it doesn't seems to be improving.
