Tank enimity below 30 is lacking

We did it back before threat buffs when ilvl/dps was out scaling tps by large margins via the same methods as today.
Savage blade even got a buff now. There really isn't any reason for aggro issues.

I did the same and the only thing I have to say is it's hard enough new players get discouraged and give up tanking.
