It's simply what SE will do. Take Miqo'te and Au Ra for example. If SE aren't going to make gear work around with tails and horns (they just clip), then anything that isn't human in any way will either clip, or be changed to be more human.
I'm all for a new race in 5.0 but... not an avian one (aren't the Vanu this?). The problems begin with the word 'go'. For starters, players are going to want wings no matter how practical (probably why the Vanu are being ignored). Secondly, they are going to want those wings to work. This creates an imbalance between the races, something Square has been bending over backwards to prevent since 1.# given how there's barely a 1-2 stat point difference between what races we have. Now me, I think I'd rather a more bestial race but then they'd have to reconcile that the female of it wouldn't be cute and... they seem to have problems with that.
Honestly...I wish SE would retcon Miq'ote into an race that is comprised of animal species.
This way we COULD get birds, bunnies, dogs, etc. And it not be a "new" race that looks & plays like a rehash/copy & paste of another race.
Miqo'te are based off of Mithra, so we can give them a pass there.
Au Ra, on the other hand, had a much better concept art that didn't go through for various reasons. Like you said, I highly suspect that if we do get another beast-like race it'll just be a Hyur/Miqo'te lookalike with different and/or additional "accessories" attached to them.
On a side note, I suspect the "challenge" that it would have posed for the FFXIV team is why Roegadyn don't resemble the race they were based off of body type wise.
I think SE would be more willing to add races that didn't fit the Miq'ote mold if
1) Roe's were the popular race of choice
2) Player's didn't mind clipping
Maybe if SE stopped putting so many collars on chest plates or redesigned hair to go around collars if they insist on putting so many collars everywhere or at least add an option to hide collars.
Regardless, things will always clip but if your clever you can get around that.
And again, why 'is' that bad? Who cares about balance when it comes to something cool? Why would giving them the ability to fly be a bad thing? You can give the females and males a longer face. For example the harpy look would do well for them, they could still "look cute" but are still monsters.

Gear that was designed specifically for Miqo'te in 1.0 is no longer present in ARR/HW. Something something limitations or whatever.
I was hoping Au ra would be more fierce, but they're not, so I went back to my moonkitty with fangs, and just glamour claws of the beast the entire time. ;-; I want bad-ass females to play as! Harpy would be awesome imo
