You have the right to help non-fc players you know.
It's a right not an obligation.

gererally though if someone asks for help with an in progress duty then the only reason I would queue that duty would be to help them out. so if it puts me in a party with others how does that help them out.

sure those others need help too, but often the only reason I queued in the first place was to help my friends who asked for help, not the people in the other group I landed in. So had my friends not asked for help I wouldn't have queued and thus not joined the other group I got put in and as such it would still be seeking a replacement. so getting put in random groups helps no one at all.

Recently it's been a case that people will abandon a duty when they ask for help and start from the beginning just to be sure the help is in the right place and doesn't end up in another random group..

so yeah it does need the option to join a friends instance directly.
