I THINK the patch notes said the Mentor Roulette is to help people who are struggling to get roles filled in the party make up.

This. As long as it doesn't already have a mentor in the party, it'll stick you into whatever needs filling.

My first 5 Mentor Roulettes were Dusk Vigil with people who knew what they were doing. XD
