I meant that you could just get it to 10% quality, then finish progress, and repeat it until it's eventually hq. You don't need a rotation. Low probability of hq doesn't matter if you can do it an unlimited number of times. It's usually fairly easy to get the progress done, although it may take several steps for super high end recipes.

I mean like this: Make nq at 10%, redo for nq at 10%, redo for nq at 10%, . .. blah blah blah eventually that 10% works and you get high quality. You'd have to limit the number of reattempts to make it reasonable, since it's pretty easy to not break the thing. For example, I can easily get the high mithrite ingots to completion with muscle memory, 2 x piece by piece, and like 3 or 4 careful synthesis 2 under ingenuity. I'll have enough cp for a bunch of hasty touches too. I can then just keep doing it until I get enough hasty touches for a decent success rate with no reason to optimize my rotation if there's an easy redo option. I've accidentally hqed lots of things at the default 1% rate.
