If I understand correctly you want all dialogue options before voting.

Just repeat the repeatable quest and everytime you turn it in, you can chose one dialogue.

The problem is that at the start of the event 3 of the 4 dialogue options were locked until people unlocked them by started voting for them.

I think a color coordinated pop group from Japan has a lot more in common with Sentai shows than Star Trek.
