vath beast tribes start at rrank 3 (friendly) intentional or not?

today i was turning in my vath quests as per usual when i noticed s new quest popped up in the vath tribe, specifically the quest to rank up to 4?
is this a bug? i feel like i shouldn't already be ranking up at all let alone to 4

It started at rank 3 for me as well

it was likely intentional to avoid what would happen with vanu vanu quests where you would do them rank up get the 3 bonus do them rank up and do the 3 bonus all in a row

You could also say that, unlike with the mostly Nutral relation we had with the Vanu in the MSQ, that between being already proven Hunters (a trait they value) and already helping them over and over that we were already endeared to them before the Quest line "officially" starts.

Well all other Beast Tribes we never knew each other before we started the quests. Every single other beast tribe group is some group we meet or interact for the first time when we just start the quest. We've been interacting with the Nonmind since 3.0 MSQ so we've already formed a relationship with them.
