Steps:
1) Queue for Trial Roulette as level 59 while In Progress.
2) In Progress queue pops.
3) Clicked Join.
4) Red message "A party member does not meet the requirements for this duty." pops up.
5) Attempted to queue again after a few minutes.
6) The same thing happened and I got the 30 minute withdrawal penalty for withdrawing from duties.

I'm also trying to queue on Leviathan and I am having the same issue. I tried to queue as a level 51 dragoon and every time got the same message and also ended up with the 30 min penalty for withdrawing.

There is a bug with in progress queing right now. I assume it will be fixed my maintenance tonight.
