Containment Bay allows level 59 to queue via Roulette but does not let them in.

I have been trying to do Trial Roulette for the last two days as a level 59 DRG and whenever I queue, it tries to put me into an instance that is not my level. When I click Join when it is In Progress, it tells me that "A party member does not meet requirements" and withdraws me from the queue. I actually just got a penalty of 30 minutes because it counted as me pressing withdraw three times.

Please fix this!

I am fairly certain this can be replicated easily on any character that is level 59 as there are usually quite a few slots open for that new trial.
