How do I scale unreachable portions of the UI?

NPC Dialog, Nameplates, and the menu portion of the Chat Bar do not have a selectable setting in the HUD Layout dialog, and thus cannot be manually scaled. The generic UI scaling feature also does not scale any of these items. As a result, my entire UI is scaled to 60% except for these 3 items, which are *huge* on my monitor. Is there a way to manually change these?

No. If they had been a way I don't think they would have provided UI scaling option at all.
