I can't see why they did not do this in the first place because, its like taking somebodies money and then saying "You can't have your item until 2 weeks later when you've done all this to prove to me that you can handle it". I personally find it a little silly.IIRC, Square said they would be doing it differently with the next expansion in that new zones will not require story completion beyond what's required to access the 3.0 content.
Whether or not people will still have to complete all the 2.0 MSQ or not to access the 4.0 zones remains to be seen, but I wouldn't be surprised either way.

Honestly it was a poor decision, from a design and ease of use perspective. That said, as Enkidoh mentions, there are fairly valid in-world reasons for the MSQ lockout.
I know that it's frustrating, and honestly, I had several IRL friends quit right after coming back to the game for 3.0 for exactly this reason. However, if you manage to get through the 2.x MSQ and move into 3.x proper you can at least rest easy knowing you won't have to deal with the same hassle again just to access the new areas.
