    Weird, not sure if you have tried already, but recalibration of your controller from the games Systems menu might be able to fix it, since it does have you reclabrate your camera and movement control stick as well.

    I usually do this when my Logitech controller decides it wants to go haywire at odd times. Can also be sure your joysticks are in their neutral positions as you turn on your PC.

    I did try calibrating it but it didn't change anything, though it did respond normally. It didn't immediately pick up on me moving my analog sticks.

    I don't leave my controller plugged in when I turn my computer off either.

    I set my analog sensitivity back to 50 and it appears to be working now, though I'm sure I've done that in the past already too. Maybe I forgot to hit apply every time? I'm very confused. I guess this is solved? I still want to know why lowering the analog stick sensitivity did this.
