Healers have always been able to outdps non caster DPS when it comes to AoE with minimal effort. I don't see anything wrong with healers needing to slot a DPS stat if they so desire to DPS, since at least then they'll be putting at least a little effort into earning such disgustingly massive numbers. Personally, if healers were actually intended to DPS, I'd imagine CS would actually have an accuracy buff baked in, however small.
