I have dynamisk Ip, and i dont want to use the security token since, and i hear ppl who have dynamisk IP will get acc block/ban if their IP change after disconnect. So how to turn off that system ?

I don't think dynamic IP causes an issue with the security token. I switch between connecting at home and at university without problems using the security token, and certainly the IP addresses will be different.
I got 1 from CE, but ppl say SE isnt very good in support with the security token so it worry me abit, not to mention, it require to log in to everything, from game to square enix site, so if i happen to broke it or it lost, the first thing i see is trouble to contract SE to remove it
but I dont have security token, if I happen to dc while ig, will i beable to log again ?, I hear someone got acc block, ppl say the problem will solve with security token, but I dont want to use 1
Having a dynamically assigned IP doesn't mean that it changes all of the time. You're still sort of assigned one by your ISP. You really don't have anything to worry about, even if you account gets locked, all you have to do is follow an e-mail link and change your password.
I highly recommend a security token.. why do you not want to use one? It's not that much of a hassle.

I see where someone might worry about that. But I haven't really heard any complaints in reference to SE support for those people who have lost or malfunctioning security tokens.
I assure you that it would be a lot easier to deal with the security token than dealing with getting your account back after it had been stolen. Although the new IP tracking security measures seem to work fairly well.

Personally i don't want to use a security token because i bought 2 for me and my gf, after 2 month my gf token broke and 1 month later mine broke. It took like 3h of waiting before i was able to speak with someone at SE to deactivate them at each of those time. For both token they said they would communicate with me when they figure out why it stopped working and 1over year later I'm still waiting. I was also playing the game sometime at my friend house but now i don't take the risk... i don't want to change password every 2-3 days ...
Still using my FFXI's token since they first introduced it. Tough luck on your tokens...
Since the day they were released, I've used the same security token. And you know what? It would suck if I had to wait hours to get back into my account, but it would suck more if I lost everything because I refused to use one. And I would NOT expect SE, Blizz, or any company to restore everything for me, like so many other people simply because I couldn't be bothered to type in an extra code, or because I was worried I would temporarily get locked out.
Best to use one.
I think OP is confused about the security of the changing IP location.
"Under this new system, once login has been restricted, an email notification will be sent to the primary email address (E-mail address 1) registered to the Square Enix account. This email will contain instructions on how to remove the login restriction. Players will be asked to reset their passwords and log in again."
This means (although it is your responsibility) SE is trying to prevent unauthorized access to your account. If your account is hacked, it's not your husband/wife stealing it, so logically, different IP access is a good indication of intrusion. Per the above quote, it would seem all you need to do is reset your password to get back in. Small "price to pay" to keep your account.
***Edit***
Found this thread in the forums which also was interesting, says those with a security token should never be security locked.
