You could remove levels from the game completely and it wouldn't change much of anything since you need to do access quests to gain access to gear and dungeons.

Actually you teach them you can powerlevel them up to 60, because the game starts at 60, not 1-59.

He's not entirely wrong. People could still teach players before the Senpai system. Now they just have a title and a special chat room and a lot of people becoming Senpais for the glamour. Granted it's not totally useless but still, don't expect it to bring sweeping improvements.
