Up until level 20 it does, yes.
When a new adventurer and a mentor form a party, they both receive a bonus to experience points earned from adventuring activities. This experience point bonus applies until level 20.
Bonuses to experience points earned will apply to the following:
Enemies defeated in the open world (leves, treasure hunts, etc.).
Enemies defeated in dungeons and guildhests.
Experience point rewards for completion of dungeons and guildhests.
Experience point rewards for completion of FATEs.

You teach nothing if you powerlevel someone up to 60
Level faster? Check - bonus exp while under 20, and a ring from hall of novice for bonus exp under 30
Better players? Check - Actual people who play the classes helping newcomers learn rotations, skills and tips.
Better endgame community ? Maybe , if newcomers subscribe to the "pay it forward" mentality.
This mentor stuff could be a great thing, if the community uses it properly.
Needs less "whats in it for me".
