The reason for making a change in the first place was the difficultly in making out the difference between "available" and "soon to be available" on some of the longer cooldowns. With GCD skills, however, by the time the pre-3.2 cooldown indicator became just a thin dark sliver, the global cooldown was already close enough to allow for advance queuing of your next skill anyway.

In fact, the new version, which is specifically designed to point out when it's *really* done rather than almost done, may tend to discourage clicking skills before the GCD finishes, so people may lose that advance queuing advantage. Whereas before our main skills would be 2.5 seconds apart (modified for Skill/Spell Speed), now that may become 2.5 seconds + reaction time + lag time apart for a lot of players.
