If they weren't stored locally, the game would have to regularly check with the server to make sure your hotbars were current, which would drastically increase the server load.

I understand/suspect that may be the reason and I gather it's economically something they prefer not to do. On the other hand it's something that should at least save server side when you log out and doesn't need to be saved and checked constantly. I understand that perhaps a disconnect might be an issue but perhaps saving locally and then upon log out saving as a backup to the server could be an option.
