    If I recall, Thornmarch EX unlocks before Leviathan.

    Also the next EX primal, Ramuh (which is required to unlock Shiva EX) unlocks in New Gridania, in front of the Twin Adders area. Not in the Waking Sands

    Nope! Well, I checked at all the Grand Company places, and there's only the unavailable quest there for the Ramuh EX that tells me I have to do Thornmarch EX first...
